Panzi Foundation is setting up framework agreements with qualified suppliers and service providers to handle urgent purchases across its projects and strengthen its supply chain. We are looking for partners who respond quickly and flexibly, and who meet donor requirements, follow our internal procedures and uphold the principles of transparency, fairness, competition and good governance applicable in the DRC.

This Call for Expressions of Interest (EOI) aims to prequalify suppliers for inclusion in Panzi Foundation’s framework supplier database. Prequalified suppliers will be listed by lot and, where relevant, by area, and consulted as needs arise through requests for quotation, mini-competitions, restricted tenders, specific contracts or purchase orders, depending on the type and value of the need.

Framework agreements will be non-exclusive and run for an initial 12 months, renewable based on performance, continued document compliance and organisational needs.

Please note: this is a prequalification procedure only. It is not a contract, a firm order or a guarantee that any contract will be awarded.

Eligibility

The EOI is open to any legal entity or sole proprietorship that operates regularly in the Democratic Republic of Congo, is legally registered, is in good standing with the relevant authorities, and has the technical, financial and logistical capacity to deliver the services required.

The following are not eligible:

  • candidates in bankruptcy, liquidation or suspension of activities
  • candidates who have provided false statements or falsified documents
  • candidates excluded for fraud, corruption, collusion, exploitation, abuse or misconduct
  • candidates with an actual, apparent or potential conflict of interest with Panzi Foundation
  • candidates who do not meet the mandatory administrative criteria set out in the full EOI document

How to submit

Proposals are due by 30 September 2026 at 1:00 p.m. Bukavu time (GMT+2), with the reference AMI/F-PANZI/RDC/ADMIN/LOG/AC-/2026-2027, either:

  • By email to adordc@panzi.org, as two PDF files named Manifestation A and Manifestation B, compressed into a single ZIP file; or
  • In a sealed envelope marked with the reference above, placed in the mailbox at the gatehouse of Panzi Foundation, Avenue Jean Miruho 3, No. 024, Panzi neighborhood, Bukavu, South Kivu, and recorded in the bid register there.

Late, incomplete or unsigned applications that do not comply with the instructions may be rejected.

All communication about this EOI must be in French. Requests for clarification must be sent in writing no later than five calendar days before the deadline to marie-grace.kaboyi@panzi.org and vermis.mweze@panzi.org, with the subject line REQ-AMI/F-PANZI/RDC/ADMIN/LOG/AC-/2026-2027. To ensure equal access to information, answers of general interest will be shared with all potential candidates through the same channel.
