我们对巴黎国家反恐检察官办公室的承诺表示敬意，他们在根据联合国摸底报告启动的司法程序框架内，就1993年至2003年期间在刚果民主共和国犯下的最严重的侵犯人权和国际人道主义法行为提出了这第一份起诉书。
罗杰-伦巴拉先生在巴黎被捕并被起诉是国际司法和打击有罪不罚现象的重要一步，许多被指控的刚果和外国犯罪者继续从中受益。
有罪不罚是刚果领土上大屠杀长期存在的主要原因之一，最近的一次发生在2021年1月1日，16人在贝尼被残忍杀害。
我们相信，其他欧洲国家也将在普遍管辖权的基础上对《摸底报告》中记录的事实提起诉讼，同时支持刚果国家启动过渡时期司法程序，以保证受害者获得正义、真相、赔偿和保证不重犯的权利。
没有正义，我们就不会有刚果民主共和国的和平。
